Well, even internally UK cryptographers use "cipher", in my experience -- (I would note that I'm British grad student in crypto). The problem with "cypher" is not that it's a "wrong spelling", more that published cryptographic writing, whether published in the UK or elsewhere, uses "cipher" — universally, as far as I can tell.
