Since this is called Season 3 and not The FINAL Season it most likely will 100% end with Arc 23. About 24-26 Episodes to adapt everything from Arcs 16-23. Arc 24 and Epilogue Arc would all together take 14 Episodes to adapt so we're either getting a Final Short Season 4 or Season 3 will be Three Cours and wrap everything up.
There's almost 3 cours worth of content left. I don't think there will be enough episodes to do a 24 episode season 3 and then a 12 episode season 4. They're probably better off doing one more slightly longer season at like 30 episodes.

David Production can do a longer season if they want, the original Fire Force production was for 4-cours with a split in the middle, they can do a 3-cour with split and call the rest season 4 It's the same production, so no worries of a s4 never coming

What I mean by time to breathe is the build up, season 2 just kinda came and went but idk this is a personal opinion that I don't want all fire force season's to come out in nearly the same few years and be forgotten later, we got the beginning of the end of the manga and two season's all In a few months, the rest of the anime (s3, s4)is all we have left no one even knew about fire force ...
Also, Fire Force had a great reception just because some loud minority on the internet say it's bad doesn't mean it had bad reception. The rumors alone have around 30k likes in total (not even been 24 hours rn).
