MPAC, formerly known as OPAC (Ontario Property Assessment Corporation), was created on December 31, 1997, as a method to create accurate and equitable assessments across Ontario. MPAC came into existence with the MPAC Act, and it administers the Assessment Act, both part of Ontario provincial legislation.
It is governed by a 12-member Board of Directors composed of nine registered real estate professionals elected by their peers and three non-registrants appointed by the Ministry of Government and Consumer Services (Ontario) to represent consumers, business and government. Board members serve a three-year term. The Chair is Glenda Brindle.

The latter group sets forth minimum qualifications for appraisal licensure, and its work has been adopted by all states and territories.
