    You've posted this in the Google Earth, and selected Earth for Web. ... in Google Earth for Web, the 2D/3D switch is in the 'Map Style' option. It actully called it 'Turn on 3D Buildings' Layer. because the 3D data, is actulyl mainly used to show the 3D shape of buildings, but it does techncially do more than just buildings.
