So, possibly Vaas and Citra made a deal. Vaas seemed to not enjoy being Hoyt's "puppet" so he wanted to fake his death and Citra would be able to get Jason to focus on Hoyt, take down his slavery industry, feel as if Jason avenged his brother's death, and Citra wouldn't feel bad(as I said earlier) for killing her brother.
