They're placed on private property near the port, and are not anything official offered by the ports themselves. In the case of Castaway Cay, there is no private property other than that leased by Disney (i.e. the entire island) upon which to put a camera. So, unless Disney chose to put their own public webcam on CC, don't expect one anytime soon.
