Hello Anton T, Welcome to Microsoft Community. I am a Microsoft user just like you, I hope you are doing well. Yes, with Microsoft 365 subscription plans you get the fully installed Office apps: Word, Excel, PowerPoint, Outlook, Publisher, and Access (Publisher and Access are available on PC only).
But I have read lots of posts about how a mandatory Win10 patch that in an effort to fix something else, breaks Publisher. I have used Publisher since Pub 97 and much prefer the legacy versions of Publisher (I have 4 versions installed on this computer) and will not run the newest buggy, deprecated versions. But to each their own.
Microsoft has announced that they will be phasing out support for Publisher. Refer to the support article: Microsoft Publisher will no longer be supported after October 2026 - Microsoft Support. You may consider using Microsoft Create as an alternative. Microsoft has migrated the relevant features to this platform.
It appears that Publisher was removed from Microsoft 365 Family sometime after 8/1/2021. Is there a way to get it back or is it possible to just purchase the stand alone. According to Microsoft 365 Family, Publisher is included: Microsoft doesn't include it in any personal editions or in Business Basic. So to get Publisher and you're just an individual, it costs 2.5 times as much as the Personal without it. That's an enormous cost which seems unreasonable to me. With Office 365, it was no extra cost.

I understand your concern but as per official Microsoft KB, currently there is no any particular application replacing the Publisher app but Microsoft is exploring the modern ways to achieve common Publisher scenarios and they will release the detailed blog when there is any update.
