Alright guys, after going through all of these comments, i found a way to legitimately save "a google docs file with all the markups". Its a little bit of a process but i will get right to it. here goes. 1)Hit control + P (or command + P if on mac) this will bring up a pop up for printing the page, I use google chrome.

As I stated, Google Docs is a web-based app and it uses web fonts, not fonts stored locally. When a file is downloaded to your computer, the web fonts are replaced by local fonts stored on your computer (because web fonts aren't retained in locally stored files).
If Incognito works then you have an interfering browser extension. I suggest you reset your browser. And only re-enable the extensions you absolutely need, one by one to find the culprit.

I know you can use the option "Disable options to download, print, and copy for commenters and viewers." on the file itself. But when the file is in a folder that is shared with the user, the sharing permissions of the folder seem to overrule this option.
