Puducherry is a Union Territory of India, with four exclaved districts; Puducherry district and Karaikal district (surrounded by the state of Tamil Nadu), Mahé district (surrounded by the state of Kerala) and Yanam district (surrounded by the state of Andhra Pradesh), with Pondicherry district having the largest area and population and Mahe district having the smallest area and population.
The basic Law of Municipalities decree has now been replaced by the Pondicherry Municipalities Act 1973, which come into force on 26 January 1974. The Pondicherry Municipality constituted under the Act of 1973 is a selection grade municipality, and comprises the erstwhile Communes of Pondicherry, and Mudaliarpet and its headquarters in Pondicherry.
Out of these, five communes are located in Puducherry district and the other five are located in Karaikal district. Puducherry is composed of three blocks, five municipalities, and ten communes. Puducherry and Karaikal have five communes each. The communes sub-divide into 98 village Panchayats.

Pondicherry is a Union territory currently ruled by the All India N.R. Congress and BJP alliance. The state assembly has 33 seats out of which 30 are elected by the people. The All India N.R. Congress has 10 seats and its alliance partner BJP has 6 seats, thus taking the government's majority to 16 seats.
