Shelby started in the late 1860s, following the construction of the railroad through the territory. [4] Shelby was platted in 1870 by Benjamin F. Allen and Thusie Allen and was incorporated in 1877. [5] The Chicago, Rock Island, and Pacific Railroad Stone Arch Viaduct, north-east of Shelby, is listed on the National Register of Historic Places.
Shelby County was established on January 15, 1851. It was named after General Isaac Shelby, a hero in the American Revolutionary War and the first Governor of Kentucky. Early settling in Shelby County began in 1848 in Galland's Grove. [3] On February 4, 1855, Shelbyville was designated the county seat. In April 1859, the seat was moved to Harlan.

It was individually listed on the National Register of Historic Places in 1978 as a part of the County Courthouses in Iowa Thematic Resource.
