Usually fill and drain rates when the roof is on legs are much reduced as the tank is then acting like a fixed roof tank and all ion and out breathing is happening through the roof vents which are often pretty small. You can get a hazardous atmosphere in the tank at that point. 2 & 3 are part of normal operation. I can't see either being an issue.
To clarify, I meant using an unblanketed internal floating roof tank in lieu of nitrogen blanketing a fixed roof tank. If you inert the tank you will have no emissions and a good size ongoing cost. If however, there is a water bottom that gets hot enough to boil you could have an uncontrollable and dangerous situation. From just radiant heat of a nearby fire you should be OK.
