I also had the same problem. But it is showing that this is used by another process. So go to win+s then search for "resource monitor" Then you will find "Live wallpaper" just right click on it and do kill task. Then choose any image for your background wallpaper. Thank you. Hope it will help you

To avoid screen burn-in on that monitor, you cannot set a live wallpaper in the Windows 11 lock screen, you can set the lock screen to a slideshow of photos you have stored on your PC, or you can use one of the old animated screensavers, they should still work in Windows 11, they are accessible from Settings - Personalization - Lock Screen at the bottom.

After installing the Microsoft Live Wallpaper app through the Microsoft Store, I am unable to relaunch/ open the app to change the wallpaper or even have the app launch anything at all. The background is still live so I'm assuming it's still active on my PC, but I cannot open the app. I have restarted my computer and that did not help either.
Yes thank you Ashish Sondhi, but like I said I am needing to find "Live animated Wallpapers" like you find on Vista and 7 before he can upgrade to 10. I have already upgraded to 10 back in January on build 9926 myself, but some of my family members refuse to upgrade until certain features, such as Live Wallpapers, come back to Windows.
