It heads north from the South Dakota border, passing through Fargo, to the north side of Grand Forks. There it splits off to the northwest, passing through the city of Manvel . It parallels I-29, passing by the town of Grafton before joining North Dakota Highway 5 (ND 5) near Cavalier .

Walhalla is the last town or community that ND 32 goes through before reaching the Canadian border. ND 32 ends at the Canadian border. [6]
The county boundaries were altered in 1871, 1873, 1881, and 1887. It has retained its present boundaries since 1887. Between 1873 and 1881, eleven new counties were created from Pembina, including Cass County and Grand Forks County. Pembina took its current form in 1887, when Cavalier County was increased in size. After one more exit serving a county road, the highways enter Pembina. In Pembina, I-29 has its final exit in the United States at an interchange with ND 59 and CR 55. Three miles (4.8 km) north of Pembina, I-29/US 81 enters Manitoba , Canada, and becomes Provincial Trunk Highway 75 (PTH 75), which leads north to Winnipeg .
The highway leaves Pembina County and enters Walsh County four miles south of this intersection. Just south of the county line is the small city of Hoople , which ND 18 passes just east of. About eight miles south of here, ND 18 forms a short, one-mile concurrency with ND 17 , throughout which both highways travel south.
