Transition to ATSC 3.0 is voluntary on both ends: television manufacturers are not required to provide ATSC 3.0 compatible tuners in televisions.
ATSC standards are marked A/x (x is the standard number) and can be downloaded for free from the ATSC's website at ATSC.org.
