Kochville is an unincorporated community in the Township at Liberty and Michigan Roads. [4] [5] German-born Frederick Charles Koch settled here in 1849, and the township was named for him when organized in 1856. On May 15, 1890, the settlement was given a post office named "Phillips", after its first postmaster, David Phillips.

Saginaw Valley State University (SVSU) is a four-year state university located in eastern Kochville Township. Delta College is a two-year community college that serves Saginaw County, but is located in neighboring Bay County, a few miles to the north of the SVSU campus.
As a result of decennial legislative redistricting, proceeding the findings of the 2010 U.S. census, the district boundaries expanded to include Carrollton Township, James Township, Kochville Township, and the city of Zilwaukee and Zilwaukee Township. The district also retained its previous municipalities.
