A category is usually associated with a category page in the "Category:" namespace. [1] A category page contains text that can be edited, like any other page, but when the page is displayed, the last part of what is displayed is an automatically generated list of all pages in that category, in the form of links.
To display all subcategories at once, add a category tree to the text of the category page, as described at Help:Category § Displaying category trees and page counts. Category pages can have interlanguage links in the "Languages" list in the left sidebar (in the default skin), linking to corresponding categories in other language Wikipedias.
Every category should be a subcategory of another category. The top of the articles category hierarchy can be accessed at Category:Main topic classifications. If a suitable parent category likely exists but cannot be found, adding the {{Uncategorized}} tag is advisable. The category will then appear at Special:Uncategorizedcategories.
The monthly instruction template is used to display category-specific instructions on the dated subcategories. The name is constructed by creating a subtemplate under Template:Monthly clean-up category/Messages/ with the base category name, e.g. "Template:Monthly clean-up category/Messages/Articles in BIG TROUBLE".

Another link-dependent feature is related changes, which make it possible to view recent changes to all pages which are linked from the current page (or which are members of the category, if it is a category page). For information on how to link to pages from an image, see mw:Extension:ImageMap.
The rest is the code normally used to display the category, but it only appears if the answer to the question is false (i.e., there was not such an attribute set to no).
