Perth Underground was part of Package F, which also included 700 metres (2,300 ft) of bored tunnels, 600 metres (2,000 ft) of cut-and-cover tunnels, the construction of Esplanade station, the connection of the railway to the rest of the network west of Perth station, and construction of tracks and overhead wiring within the tunnels.
The railway was operable as far east as Perth station by 9 October 1880 and on 1 March 1881, the railway was officially opened between Fremantle and Guildford by Governor William Robinson.
