The mayor holds office at the Iloilo City Hall in Iloilo City Proper. The mayor can serve for three consecutive terms only, although they can be elected again after an interruption of one term.
In 2001, he was elected as the mayor of Iloilo City for three terms (2001–2010). He is the only person elected to the position of mayor of Iloilo City who won by a landslide in all precincts in the city (2004 and 2007 elections).
