Georgia has had ten different constitutions in its history, not counting its royal charter, granted in 1732. The charter, approved by George II of Great Britain (the colony's namesake), placed Georgia under the control of Trustees, led by James Oglethorpe. The Trustees governed Georgia until 1752, when they surrendered their charter.
Georgia is divided into 49 judicial circuits, each of which has a Superior Court consisting of local judges numbering between two and 19 depending on the circuit population. Under the 1983 Constitution, Georgia also has magistrate courts, probate courts, juvenile courts, state courts; the General Assembly may also authorize municipal courts. [9]
The Georgia General Assembly first convened in Atlanta on July 4, 1868. In 1884, the legislature appropriated one million dollars to build a new State Capitol. Construction began October 26, 1884, and the building was completed (slightly under budget) and occupied on June 15, 1889. [3]

The 80th Georgia General Assembly began in Atlanta, Georgia in early 1869. This was the first session after the seat of government was moved from Milledgeville, Georgia following the Georgia Constitution of 1868. A new capitol building had yet to be built so sessions were held in the opera house on Marietta Street rented from H.I. Kimball.
The state constitution gives the state legislature the power to make state laws, restrict land use to protect and preserve the environment and natural resources, form a state militia under the command of the governor of Georgia, expend public money, condemn property, zone property, participate in tourism, and control and regulate outdoor advertising.
