Foreign Language Specialized School was first founded as a program for foreign language specialized high school classes in 1969 by a decision from the head of the Ministry of Education and Training with direct administration from VNU University of Languages and International Studies (formerly College of Foreign Languages).
This school, established in 1969 and affiliated under the ULIS administration, is considered to be one of the best high schools for foreign language study in Vietnam. The national public magnet institution, Foreign Languages Specializing High School is also a part of the VNU University of Languages and International Studies.
In 2008, the Vietnamese government officially approved the Foreign Language Teaching and Learning in the National Education System in the 2008-2020 Period plan through Decision No. 1400/QD-TTg. Among other things, it set the ambitious goal of seeing 100 percent of students enrolled in a 10-year foreign language education program by 2020.
For many years, the school was housed in a small building attached to the Hanoi-Amsterdam campus (a local Vietnamese high school). In 1999, the campus was moved to the UN buildings in Van Phuc; in 2004 the school was finally moved to the long-awaited, custom-built campus located in a new area on the outskirts of Hanoi called Ciputra Hanoi Estate.
