Windows Live Mail (WLM) distinguishes between signing-in with a Microsoft Account (to load the account-specific contacts list and calendar), and logging-on to a mail server (to send and receive mail). If you are being asked to sign-in, this has nothing to do with your mail accounts; it indicates there may be a problem in your Microsoft Account.
After reading some of the responses you have written to other issues with Windows Live Mail, I realized that I should have specified that Computer 1 is using Windows 7 and Computer 2 is using Windows 10 Version 1909. I am using Windows Live Mail 2012. The only account using Windows Live Mail is the email service provided by my internet provider.
