Tulcea (Romanian pronunciation: [ˈtult͡ʃe̯a]; also known by alternative names) is a city in Northern Dobruja, Romania. It is the administrative center of Tulcea County, and had a population of 65,624 as of 2021. One village, Tudor Vladimirescu, is administered by the city. It is one of six Romanian county seats lying on the Danube river.

The commune is located in the central-west part of the county, 30 km (19 mi) southwest of the county seat, Tulcea. It is crossed by national road DN22F [ ro ] , which starts in Nalbant , 7 km (4.3 mi) to the east (where it meets DN22A [ ro ] ) and ends in Horia , 7.5 km (4.7 mi) to the west (where it meets DN22D [ ro ] ).

It is Northern Dobruja's second airport after Mihail Kogălniceanu International Airport, which serves Constanța.
