The medal was created in 1998 to recognize the outstanding contributions of young people between the ages of 15 and 24, to improve the quality of life in Ontario and internationally through volunteer activities. By honouring outstanding contributions made by youth volunteers, this award recognizes exceptional young people as role models.
The medal was initially conceived by Governor General Roméo LeBlanc as the Governor General's Caring Canadian Award and created in November 1995, to award volunteers. It was replaced on 15 July 2015 by the Sovereign's Medal for Volunteers. A series of Canadian miniature medals including the Sovereign's Medal for Volunteers (centre), court mounted.
Ontario was the first, creating the Ontario Medal for Good Citizenship in 1973, and the Police Bravery Medal and Firefighter's Bravery Medal in 1975 and 1976, respectively. Alberta followed with the Alberta Order of Excellence in 1979. Quebec was the first province to establish a true order: l'Ordre national du Quebec in 1984.
