Ash and his friends decide to make a trip on a ship for tourists. They call out all of their Pokémon to show them the beautiful view they have from inside. Since there's still a lot of time left before the ship takes off, the group decide to do some shopping nearby, leaving the Pokémon alone on board. The situation ends in chaos.
Pikachu shocks Spearow, and in the process alerts a whole flock. The angered Spearow flock gives chase and attacks Pikachu. Ash quickly grabs Pikachu and dives to a waterfall in order to escape from the flock, and the two are fished out down river by a young girl, who tells Ash to take the injured Pikachu to the Pokémon Center in Viridian City.

Electivire easily beats Pikachu, which inspires Ash to travel to Sinnoh.

Phantom returns with his ship, but Manaphy leads an assault with several wild Water-type Pokémon to destroy the ship and subdue Phantom in its rubble.
In the ruins of an ancient kingdom, Jessie uncovers a staff and mask that allows her to control any Pokémon. Team Rocket escapes with Ash's Pikachu, but discovers the Pokémon-controlling abilities of the staff and mask only work within the boundaries of the village. It's up to Brock to stop Team Rocket and retrieve the staff and mask.
Ash decides to continue his journey to become a Pokémon Master, Brock wants to be Pokémon Doctor, and Dawn wants to be a Top Pokémon Coordinator. At the pier, Ash and Dawn exchange their final high five and Ash, Brock, and Pikachu say goodbye to Dawn and Piplup. As the ship departs, Ash yells out to cheer Dawn.
