    I would say that if your system rolls usage and benefit charges into one bill you're not far off the mark if the system has been upgraded recently. My quarterly bill, usage only, runs around $200 on a usage of 20000 gallons. That's in line with the number used when designing a water or sewage plant of 250 gallons/day for a household of 3/4 members.

    My husband and I own a few rental properties in Baltimore City and include the water cost in the rent. For the majority of the properties, the water bill comes quarterly and is pretty consistent, but we have one outlier that gets the minimum bill every six months or so, with nothing inbetween.

    As long as the landlord is giving you the actual bill and not ramping up the amount you should be ok. We do the same thing with water bills, the landlord has the option to keep the account or transfer it to the tenant. We require a deposit from the tenant, although ultimately the property owner is responsible for the bill.
