In my mind, the key lies that the verse numbers have been reserved. So in modern translations the verse number is actually skipped - e.g. in the NIV, the numbering in Matthew 17 jumps from verse 20 to verse 22. Hence, we can talk about "omitted verses" without prejudice to the question of whether the words are original or not.
