    This vin will be on the new title and a new tag affixed to the vehicle. The tag will usually say assigned identification number and the state name.     MN does issue titles for any vehicle registered today. If you buy a car in MN you have to have the title to tranfer it. You can file for an abandoned vehicle status in which the dmv will send paperwork to the last registered owner. If the owner doesn't claim the car in 90 days you can pay the tranfer fee and they will send you a title in your name.
