In May 1952, Alex Lester was loaned from Bell Canada to the Electronics Division of the DDP to coordinate the military's communications developments with Bell. He soon learned of the problems with the Pinetree Line's communications, and approached Thomas Wardrope Eadie, then Vice President of Operations at Bell, with the idea that Bell would offer to take on construction management of the line.
