The Democratic Republic of Vietnam (DRV) of the communist Viet Minh had declared the independence of Vietnam since September 2, 1945. [5] However, the French colonial sovereignty was recognized by the victorious Allies of WWII that the Việt Minh was also a member and the DRV was not recognized by any country until 1950.
This process had advanced little in the intermittent years, so that by 12 September 2005, there was a proposal by the DRPorto to classify the building as an Imóvel de Interesse Público (Property of Public Interest). [2]
