I have a new PC and I'm trying to change the location target for Documents, Music, Pictures and Videos, but the "Location" tab is missing for Music, Pictures and Videos. I've looked at the suggested Registry Fix, but as you can see, this is already in place. Any help in resolving this issue would be appreciated. TIA

Open File Explorer, in the left side Navigation Pane, select the parent Libraries folder. In the right side pane, right click each one of the Libraries you see there and the Delete option. Right click the parent Libraries in the Navigation pane again and click the Restore Default Libraries option. This will reset the libraries.
When you mentioned "libraries," I remembered that a few week ago I was cleaning up the menus and screens under WMP, and apparently I went into organize -> customize navigation pane and unchecked pretty much everything in there. I just went in and restored those options to default and viola~ the music and pictures options are magically back.
