There is no easy way to do it in the PDF format, because it was not built for such tasks. If you only have access to the PDF then export it to another format (like Word), translate it there and then create a new PDF. If you can get the original file used to create the PDF then use it for the translation, and then create a new PDF when done.

So, the best way to translate a PDF is translating the source file using a translation tool. If you're working with InDesign files, you might want to check out Redokun (disclaimer: I'm a co-founder), otherwise, there are plenty of translation tools that work with pretty much every file format.

Hi trueman9299, ExportPDF uses OCR (optical character recognition) to convert image (scanned text) to editable/selectable text, but it doesn't translate from one language to another.
