Hi I was having the same issue and this is what got my yahoo account working with windows 11. Settings-Apps-Installed Apps-Mail & Calendar advanced options-Scroll down and terminate the running processes. As soon as I re-opened the mail app all my yahoo emails starting downloading from the server. Hope this helps someone.
