It is powered by a 9-volt battery or an AC adaptor, and it differentiated itself from the other similar handheld electronic American football games of the era, notably Mattel Electronics' version, by having two blockers and giving the quarterback the ability to pass.
Mattel formed its own software development group and began hiring programmers. The original five members of that Intellivision team were Mike Minkoff, Rick Levine, John Sohl, Don Daglow, and manager Gabriel Baum. Levine and Minkoff, a long-time Mattel Toys veteran, both transferred from the hand-held Mattel game engineering team.

Although Mattel designed and produced video game cartridges for their own system, the company surprised the industry by also releasing simplified versions of its games for the 2600 under the M Network label.
