HBCU libraries have formed the HBCU Library Alliance. That alliance, together with Cornell University, have a joint program to digitize HBCU collections. The project is funded by the Andrew W. Most HBCUs are located in the Southern United States, where state laws generally required educational segregation until the 1950s and 1960s. Alabama has the highest number of HBCUs, followed by North Carolina, and then Georgia. The list of closed colleges includes many that, because of state laws, were racially segregated.
