I don't know why you need tabs exactly. But in Word you can use Headers and an Outline Pane to create clickable links to particular sections of the document. There's also Microsoft OneNote which has a kind of tab-like feature. You could also use Google Docs and have them open in multiple Chrome tabs.

Those indents aren't from tabs. The indents are loaded into the template. You can select all the text, go to the paragraph menu, indents and spacing, and set "special" indent to none. Then you can search for a hard return (^ p) and replace with hard return + three spaces (^ p[space][space][space]) (no spaces after the caret symbol - ^ ).
