The Lake County Library System began in 1975 when the Lake County Library Planning Advisory Board was created to make a recommendation to the Board of County Commissioners for a county wide library system. Mr. Cecil Beach, consultant, was retained to perform a feasibility study and make recommendations based on information obtained.
The Lake County Library System was established in 1982 by Lake County Ordinance 1982-18 following the establishment of the Lake County Library Planning Advisory Board in 1975. Today it is governed by the Lake County Board of County Commissioners. The library system is made up of 6 branch libraries and 10 municipal libraries:
The Leesburg Public Library was founded in 1875. [16] The library moved to the Venetian Gardens in 1953 when Leesburg established a library charter, [16] and in 2007, it moved to a 42,000-square-foot (3,900 m 2) building. [17] The library joined the Lake County Library System in 2002. [18]
In 1984, the building was expanded by more than 4,000 square feet, adding the Florida Room and Children's Room. In 1982, the Cooper Memorial Library joined the Lake County Library System, and is the only continuous member of that system.

Planning for the South Lake campus began as far back as 1993, but it wasn't until 1999 that the plan became a reality. [13]
