The five-paragraph essay is a form of essay having five paragraphs: one introductory paragraph, three body paragraphs with support and development, and; one concluding paragraph. The introduction serves to inform the reader of the basic premises, and then to state the author's thesis, or central idea.
For example, "Stop!" has the punctuation inside the quotation marks because the word "stop" is said with emphasis. However, when using "scare quotes", the comma goes outside. Other examples: Arthur said the situation was "deplorable". (The full stop (period) is not part of the quotation.)

The MoS is just a bit inconsistent here. Second, the MoS is a guideline, not policy, so no one should be changing people's commas or quotation marks.
