TVI's recovery happened when it was totally acquired by Media Capital between 1997 and 1999, one of the most important media conglomerates in Portugal, whereupon it started broadcasting more Portuguese-produced programs, including soap operas. In March 1999, TVI hired José Eduardo Moniz, former advertising director at TV Cabo.
On April 2, 2001, Ferro Rodrigues announced the first tender for a digital terrestrial television network in Portugal, with a second tender to grant the channels in the second half of the year. In 1953, a group on behalf of Emissora Nacional de Radiodifusão (later RDP) was set up examining the feasibility of a television service in Portugal. The group started a preliminary work for a network of television signals, with a budget on the order of 500,000 escudos.
