While I don't disagree with this at all, I'm simply saying that in the online/mobile payments world people make payments from the wrong checking account all the time and blocking a card for a voluntary payment does no good. It'd be one thing if the payment was for the whole credit limit amount or the account is past due, that's fine.
This procedure protects American Express against a certain type of fraud in which a cardholder would use someone else's bank account to make the payment. The workaround is simply to use your bank's online billpay service to push a payment to American Express.
So say your statement was February 1st and your due date is February 16 and your next statement generates March 2nd, then you have until March 1st to make a payment. At least, 2 or 3 Amex CSR had explained that to me when I had my Green. You won't be in trouble if you make the payment before the next statement generates.
The payments are restricted when the payment account is new. It's not because the card is new. But of course, when a card is new, the payment account is going to be new too. If you add a new payment account down the road, the same restrictions will be applied to that account. But they won't apply to the payment account that's already in place.

When you make a payment that is returned, AMEX will immediately freeze all cards associated with your social security number. Frankly, I think this action is a bit excessive, especially if you aren't past due or still had credit available unrelated to this payment, but it is what happens.
You can pay up until 8 pm MST to have the payment credited to your account on that date. When I pay I am credited immediately and the payment is pulled from my bank account the following day. I would not trust your friend to pay you today considering he's already made you wait weeks. Lesson learned: don't loan your friends money.
