The Lake Superior Circle Tour (LSCT) follows state and provincial highways that are nearby the lake to loop around the entirety of Lake Superior.The LSCT follows state highways in the US states of Michigan, Wisconsin, and Minnesota, and provincial highways in the Canadian province of Ontario.

The route is a scenic highway, following the North Shore of Lake Superior, and is part of the Lake Superior Circle Tour designation that runs through Minnesota, Ontario, Michigan, and Wisconsin. This roadway was designated U.S. Highway 61 (US 61) until 1991.
The highway meets Interstate 75 (I-75) at exit 386, and the Lake Superior Circle Tour departs M-28 to follow I-75. This interchange is just west of H-63 / Mackinac Trail , a former segment of US 2. M-28 continues three miles (4.8 km) farther to its eastern terminus with M-129 .
This intersection is both the eastern terminus of M-64 and the western terminus of M-38. From here, M-38 forms a segment of the Lake Superior Circle Tour along Ontonagon–Greenland Road to a junction with M-26 near Greenland. The roadway runs through forest land and crosses several small streams while traveling southeasterly.
The northern half has been designated as a Scenic Spur of the Lake Superior Circle Tour. M-77 runs along the eastern end of the Pictured Rocks National Lakeshore and terminates in Grand Marais north of H-58 near Lake Superior. Originally designated by 1919, the highway has not been changed much in its history.

The highway forms part of the Lake Superior Circle Tour. Highway 61 was added to the highway system on October 6, 1937, following the amalgamation of the Department of Northern Development into the Department of Highways. Prior to that it was known as the Scott Highway.
