Prior to 1944, Government Army forces were primarily deployed to provide security along railroad lines, to support civil defense, for public duties assignments, and – during the winter of 1943 to 1944 – in a short-lived effort to capture parachutist drop sites in Bohemia and Moravia used by Czech resistance fighters.

Jaroslav Eminger (4 June 1886 – 14 July 1964) was a Czech military officer who commanded the Government Army during the period of the Protectorate of Bohemia and Moravia. Eminger served in the Austrian Army during World War I and, post-war, advanced through the ranks as a cavalry officer in the army of the independent Czechoslovakia.
