New Plymouth Province was established in 1853, renamed Taranaki Province in 1859, and disestablished in 1876. [2]The current council was established in 1989, by merging New Plymouth City Council with Clifton County Council (established in 1885), Inglewood County Council (established in 1902), and Waitara County Council (established in 1904).

Buses in the city are privately owned and subsidised, with the infrastructure (such as bus stops and shelters) owned by the New Plymouth District Council. Planning and subsidising public transport are in turn the responsibility of the Taranaki Regional Council. The district’s transport services are marketed under the name Citylink. [3]
Duynhoven was elected as Mayor of New Plymouth in October 2010 but was defeated after serving a single term. He was elected as a councillor for the city ward of the New Plymouth District Council in a by-election, and was re-elected to that role and elected as a board member on Taranaki's district health board in 2016 and 2019.
