In 1853, Pius IX put an end to the centuries-old duality between the Papal nobility and the Roman baronial families by equating the civic patriciate of the city of Rome with the nobility created by the Pope.
In 1860, with much of the region already in rebellion against Papal rule, Sardinia conquered the eastern two-thirds of the Papal States and cemented its hold on the south. Bologna , Ferrara , Umbria , the Marches , Benevento and Pontecorvo were all formally annexed by November of the same year, and a unified Kingdom of Italy was declared.

The four original legations were joined into the legation of the Romagne. In 1859, the Kingdom of Sardinia invaded the Papal State and set up a military government, the United Provinces of Central Italy, that included the Romagne. Following a plebiscite, the Romagne were formally annexed to Sardinia in 1860.
