Born on a farm near Willow Springs in 1941. Bob Ferguson, RCA Record Producer and songwriter, known for his song "On the Wings of a Dove" that was recorded first by Ferlin Husky in the early 1960s. He would later produce records for Chet Atkins, Dolly Parton, Waylon Jennings, and many others. He was born in Willow Springs in 1927.

After serving as mayor of his native Willow Springs, Bailey was elected to the Missouri House of Representatives in 1972 and re-elected in 1974, 1976, and 1978. In 1980, Bailey was elected to the United States House of Representatives , but after the 1980 census Missouri lost one congressional district, and Bailey's 8th District was eliminated.
