Zapp Brannigan (voiced by Billy West) is a 25-Star general in the military of the Democratic Order Of Planets (D.O.O.P.), although his title varies. Brannigan was first seen in the episode " Love's Labours Lost in Space " as Captain of the starship Nimbus , where he imprisons Fry , Leela and Bender for violating "Brannigan's Law".
When the Zapp Brannigan role was originally cast, the creators chose Saturday Night Live alumnus and semi-frequent Simpsons voice actor Phil Hartman. When Hartman was murdered by his wife in 1998, however, the role was given to Billy West (who was already cast as Phillip Fry, Professor Farnsworth, Dr. Zoidberg, and others). [ 1 ]
Before the fake relationships are exposed, Kif calls Brannigan to the bridge; a new course Brannigan chose has endangered the ship. Brannigan pilots the ship too close to a black hole. Realizing the danger, Brannigan promotes Kif to Captain before fleeing the ship. Fry and Leela nearly kiss before they are interrupted by the ship breaking in half.

When Fry and Bender discover the plan is a suicide mission, they free Leela and she retakes command. With Fry and Bender's help, she foils Zapp's plan after he jumps ship with Kif.
