There are independent iPad repair services that may be able to replace the screen for less. Do a web search for "ipad repair". Note, though, that if you elect to have the iPad serviced by an unauthorized shop, you will get no further support from Apple.

The free, standard, one-year, limited AppleCare warranty plan does NOT cover any user damage. ONLY damages caused by manufacturing defects. ONLY paid, extended, AppleCare+ warranty plan covers user damages, like a cracked screen. If you didn't purchase extended AppleCare+ for that iPad, be prepared to pay a high cost for repair/device replacement.
If you had the foresight to purchase the optional AppleCare+ plan for your iPad, accidental and screen damage is covered. Being an insurance product, a small excess fee is levied on the claim.
