The new location is down a street close to the original. The mall's former Bradlees store was then replaced with a new Filene's store in 2002 (became second Macy's in 2006). Ownership of the mall has changed hands several times over the past decade. The original developer and owner of the mall was Raymond Mucci.

Victory Crossing, formerly Tower Mall, is a shopping mall located in Portsmouth, Virginia. The shopping mall opened in 1973. The mall's original primary anchors were Bradlees (originally J.M. Fields) and Montgomery Ward. It also had some of the most popular mall chains of the 1970s and 1980s including Orange Bowl and Merry Go Round.

The store was soon expanded to 7,500 and then 10,000 square feet, and was replaced in 1962 with a 45,000 square foot unit directly behind it. A second Zayre store opened in September 1956 in the Roslindale section of Boston, a much larger 39,000 square feet. Within a few years, Zayre stores would average 70,000 to 90,000 square feet.
With Bradlees in the company, Stop & Shop began offering non-food items in their supermarkets. In many areas Stop & Shop and Bradlees were adjacent, allowing one-stop shopping; several of these combination stores were designated Family Centers. Stop & Shop also operated the Medi-Mart pharmacy chain and the Perkins Tobacco chain.
