The concept of CPU-bounding was developed during early computers, when data paths between computer components were simpler, and it was possible to visually see one component working while another was idle. Example components were CPU, tape drives, hard disks, card-readers, and printers.
The reason CPU queue length did better is probably because when a host is heavily loaded, its CPU utilization is likely to be close to 100%, and it is unable to reflect the exact load level of the utilization. In contrast, CPU queue lengths can directly reflect the amount of load on a CPU.
Availability measurement is subject to some degree of interpretation. A system that has been up for 365 days in a non-leap year might have been eclipsed by a network failure that lasted for 9 hours during a peak usage period; the user community will see the system as unavailable, whereas the system administrator will claim 100% uptime.

The CPU-bound process will get and hold the CPU. During this time, all the other processes will finish their I/O and will move into the ready queue, waiting for the CPU. While the processes wait in the ready queue, the I/O devices are idle. Eventually, the CPU-bound process finishes its CPU burst and moves to an I/O device.
