The consensus of this discussion is clearly against placing this banner on article pages. More generally, any link to the Google Play store (or equivalent commercial sites for other platforms) and/or any alternative banner that cannot be dismissed, including by users who are not logged in, placed anywhere in the body of the article would also be contrary to the consensus here.
The special character inserter in VisualEditor will soon use the same special character list as the wikitext editor.
