The Development Authority of the North Country (DANC) is a New York State public-benefit corporation.It was created in 1985 by the New York State Legislature to develop and manage the infrastructure needed to support the reactivation of the 10th Mountain Division at Fort Drum, and to serve the common interests of Jefferson, Lewis and St. Lawrence counties.

The Borough of Wampum, in search of a larger tax base, decided to annex the Medusa Cement Plant from Big Beaver Township. At that time, according to Pennsylvania state law, a township could not prevent a borough from annexing property and Wampum succeeded in annexing the property into Wampum.
